DUVAL COUNTY SPECIAL BOARD MEETING MINUTES
ATTENDANCE AT THIS RECONVENED SPECIAL MEETING OF THE DUVAL COUNTY SCHOOL BOARD with Mr. Ed Pratt-Dannals, Superintendent of Schools, Board Members: Ms. Kris Barnes, Ms. Martha Barrett, Ms. Nancy Broner, Ms. Brenda Priestly Jackson and Mr. Tommy Hazouri, present.
Ms. Vicki Drake, Board Chairman and Ms. Betty Burney, Vice Chairman, were absent.
Call Meeting to Order

Minutes: Ms. Brenda Priestly Jackson called the reconvened Special meeting to order at 10:08 a.m.

Ms. Lisa Moore distributed Student Placement Recommendations for S.H.: See Attachment
1. Comprehensive High School - staff considered an option such as Baldwin Middle/High Senior, Fletcher or Sandalwood - This option may present the same safety concerns as his current school. Additionally, there could be difficulties in arranging transportation.
2. Charter Schools - There are two high school charter schools - SIA Tech and Pathways. Both could serve as an option, however, again, there could be issues related to safety.
3. Hospital-Homebound - This is not an available option in that it requires a medical professional's diagnosis and recommendation that this is an appropriate placement.
4. Home School - This may be a viable option. It would require the parent to secure curriculum and testing. Can work in conjunction with Florida Virtual School.
5. Florida Virtual Schools - Florida Virtual Schools is a strong option and would provide S.H. with approved Florida Sunshine State standards curriculum. It is a self directed program of study which can be done from home or any other location with internet access.
6. Florida Virtual School supplemented by tutoring - If available, SAI funding could be used to provide tutoring several hours a week to assist S.H. as he moves through Florida Virtual School curriculum.

Ms. Priestly Jackson read the recommendation:
"The recommendation of the School Board, in lieu of expulsion for the academic years 2007-2008 and 2008-2009, based on the Superintendent's recommendation is that S.H. be allowed to enroll in the Florida Virtual School as a home school student supplemented by SAI remediation tutoring. It is proposed that the SAI dollars be used, if available, to provide additional tutoring services. S.H.'s parent or guardian may contact the hearing office in August, 2008 for re-evaluation and assessment to present a recommendation to the Superintendent. Additionally, should any of the material facts presented as a mitigator on S.H.'s behalf be found to be not true, this decision by the School Board can be vacated and S.H. can be expelled from the Duval County school district."

Ms. Priestly Jackson further stated that at the August, 2008 meeting, S.H. may have the option made available to him to return to school for the 2008-2009 year, but that will be determined by the administration. It will not come back to the Board at that time.
